    Абстракт

    В соответствии с законодательством при решении вопросов местного значения необходимо учитывать исторические традиции. Автор отмечает, что под ними необходимо понимать такие институты как: народные собрания, сходы, институт старост, выборов и другие, т.е все то, на чем основано на сегодняшний день местное самоуправление. Роль данных институтов проявляется в том, что они способствуют эффективному решению вопросов местного значения.

    Abstract

    In accordance with the legislation at the decision of questions of local value it is necessary to consider the historical tradition. The author notes that under them it is necessary to understand such institutions as: public meetings, gatherings, the institution of chiefs, elections and other, ie everything is based on today the local government. The role of these institutions is that they promote the effective solution of issues of local importance.
